I have seen Dolby DSS servers stop processing new KDMs that are ingested. The solution that has worked for me is to delete all KDMs from the server and then reingest them.
Assuming the KDM is actually correct for that piece of content AND for that specific server, Jason is spot on. The Dolby DSS servers can only handle a certain number of KDMs being loaded (I think it's 200) and then after that you have to dump the entire keystore (because there is no way to just delete expired or selected KDMs).
To dump the keystore press the button that the red arrow is pointing to. Warning - this will delete ALL KDMs from that server, so any content you want to play you will need to re-load the KDMs for it. However clearing the keystore will enable you to load new KDMs.
