John: In your experience, would those values for the start of the rolling credits be roughly correct for 35mm as well, or are there slight differences between it and DCI?

Not necessarily.

[off-topic]Like they screwed it up in "Jackass 3D" by making 2D prints and leaving a couple minute thing in there talking about how you need the 3D glasses. If they'd made it properly, the few 35mm prints would've had a slightly different offset for the credits.
