"Brother to Brother"
Wolfe Releasing
5 reels
1.66-within-1.85 / SR

This means an image height appropriate for 1.85 projection but image is less than full width. Proper theatres (common height projection) should run with 1.85 lenses & plates but bring side masking in to 1.66. Improper theatres...you're on your own...you just won't fill your screen.

Steve: Does the top and bottom of the frame have a consistent opaque "hard matte", in addition to the "pillar boxing"?

Yes, to .446 or slightly over. I didn't have the opportunity for a test ahead of the screening so I held it in register with 35PA/RP40 (using the splicer pins for registration) and looked at it closely under magnification noting where the image ended horizontally in comparision with the test pattern. Then running the loop I ran the masking in to the same point which turned out to be about the same as the setting I use for "real" 1.66. It was fine that way.
