Most but not all reels have a single frame labelled "LFOA" (last frame of action?) with arrows pointing at the previous frame immediately after the last frame of that reel. Changeover houses should be quick on the pedal in order to be sure not to show this ugly frame.

If this lab practice of putting non-black frames immediately after the final frame of the reel doesn't violate some SMPTE standard, it should.

It violates standard SMPTE 301-1999 "Theater Projection Leader, Trailer and Cue Marks":

7.2 Runout section
The runout section of the trailer shall consist of 88
frames, the first 87 of which are to be black with
framelines as described in 4.3. Frame 48 shall have
an asterisk on the horizontal centerline adjacent to the
sound track area. Frame 88 shall have the printed
word "FINISH" nominally 3/8 in (9.5 mm) high in
upright black letters on clear background.
