QUESTION are there fuses inside the DOLBY DSS 100 POWER SUPPLIES?
WHO CAN FIX THESE DEAD POWER SUPPLIES?

There are fuses inside the DOLBY DSP POWER SUPPLIES but the manual doesn't say much about the DSS.

DSS 100 power supplies are available online. Do a search for an emacs GIN-6350P.

Afaik there are no user-replaceable fuses in the DDS100 PSUs.

Most likely cause is a blown capacitor. Depending on your soldering skills, you could replace those yourselves.
