The Windows version of DCC runs fine in Mac OS X using Wine (www.winehq.org). I've never tried, but there is a Wine binary package for Ubuntu too.

It does run under WINE according to reliable sources. WINE runs on most any flavor Linux/Unix - plus Mac OSX which is really BSD "Unix".

Yup - I use DCC under WINE (both the series 1 and 2 variants) without any problems. Just as long as WINE can interface the Windows app with your network connection (ethernet or wifi, depending on what you're using) and apply the settings from those of the Linux operating system it's installed on (whether static or DHCP address and that sort of stuff), no problem.
