I am sending the picture from various devices to my LG 4K flat screen, and the sound via SPDIF digital to my A/V receiver. I have gotten all my A/V (lip) Sync issues resolved except for my vintage cable box (dvr) that does not provide an A/V sync.

Does anyone know of an inexpensive box that I can place in line with SPDIF in/out that will let me adjust the delay?

Yes, I am aware of a number of inexpensive gizmos that do this in the analog domain (left/right in/out), but I want to do this for the Dolby Digital signal coming out of the cable box and before the AVR.

Depends how you define inexpensive.
