I was wondering how much pressure should the spring (Part # 23069) in the pivot point of the Lateral Pressure roller have? On my #1 machine, it has more resistance then #2's roller. On the second one the pivot almost seems to flop where the first machine has pretty good tension holding against the drum.

On RCA reproducers with rotary stabilizers you shouldnt have excessive tension, perhaps the one with considerable tension has a distorted spring. This issue with RCA MI 1040,9030,9050 never seemed to be a factor. In 2machine changeover operations using Simplex SH1000 reproducers it was common for the guide roller to not have enough tension to bring the stabilizer up to speed and the sound would be garbled for a few seconds after changeover. Ive taken many a guide roller apart and increased the sping tension to prevent this but I cant ever recall doing this on an RCA. Make sure all the stabilizer and pressure roller bearings are in good shape. I never had any problems with the metal or felt pressure rollers but the "improved"rubber tired one[51961]I never cared for.
