I have a CP45 that illuminates the bypass LED on the front panel. The LED is fairly dim and has cyclic pulsating bright red flashes. The bypass normal switch can be moved to normal or bypass with no effect on its behavior. The front panel switches do not illuminate nor do they have any effect on its state. The unit runs on two AC power supplies, one for bypass, one for main power. I tried swapping power supplies, no help. I measured both power supplies which were outputting 27VAC. Anyone familiar with this problem?

Check the troubleshooting in your user manual (you can download it in the manuals section). There's a symptom close to what you described in there.

I checked the manual and indeed it has a very detailed troubleshooting section for this particlar failure.
