Like Gordon says, it depends on the union and the local. For instance, the best freelance television production workers here have been non-union (actually just non-local 720) for years. IATSE Local 720 here has a television craft division, but the best guys bailed out of it years ago. These guys still have cards with other IATSE locals like 600 (the national camera operator's guild), so they can still work on union shoots when requested. It also helps that Nevada is a right-to-work state, which gives these guys a little more room to work their deals.
