When using a new bulb, we keep the amps at 85% for a few days until there is a flicker then the amps get turned up. We were told by the expert to do it that way.

Are there other common booth stories like this?

It's feasible that your amp meter is not accurate. You should verify the accuracy of the meter by using a DC amp probe. Premature flickering may be a sign that your Xenon is running with excessive current. There are other factors that can cause your lamps to flicker prematurely. Good luck in finding the problem.
